If I'm under 18 years old, can I apply for any kind of Police Records Check?

The Kingston Police do NOT perform Vulnerable Sector Checks for persons under 18 years old. 

You may only apply for a (1) Police Criminal Records Check or (2) Police Records and Judicial Matters Check if you are going to be working or volunteering directly with a federal, provincial or municipal Agency.  However, if you were convicted of offences as a Young Person, you may not apply on-line but must attend in person and complete the application. 

You must be either directly employed or directly volunteering for one of these types of Agencies. Contract work, or work for an Agency receiving funding from one of these Agencies does NOT meet the above requirements. Examples of Agencies which would not meet this criteria would include (but are not limited to):  hospitals, universities, schools, private day cares, licencing agencies like the College of Teachers or College of Nurses. 

The Youth Criminal Justice Act (YCJA) is the federal legislation governing the handling of persons and the associated records of persons under 18 years old.  Section 119(1) of the Youth Criminal Justice Act identifies persons who may receive information respecting a Young Person’s convictions.    Sub-section (o) of that Act refers to Police Records Checks.  This section states that a person may receive a Young Person’s Criminal Record information if that is:

(o) a person, for the purpose of carrying out a criminal record check required by the Government of Canada or the government of a province or a municipality for purposes of employment or the performance of services, with or without remuneration;

Young Persons requesting a Police Records Checks for employment or volunteering at any Agency which is not a federal, provincial or municipal Agency, will be refused a Police Records Check.
